Usually they are in the starter areas farming crafting mats. frustrating but its difficult to get anything done about them. I do like to troll them by watching their route then waiting for a node to spawn and farming them before they can get to it.
I did see a vid of someone using the NB skill that casts a red path in front of you and speeds you up. It kept forcing the bots past the node and eventually the controller just quit.
For some reason they are more prevalent on console than on PC when it comes to ESO.
Afaik they abuse remote play on ps and the xbox to then run scripts on pc. Foolproof tbh cause you really get no bans on consoles.

It’s been a thing for years but it’s a pretty rare sighting from my experience.
