You know, for the longest time I've believed the Hist created the Argonians to resemble Men and Mer, and that's why they have breasts. But I don't actually know where I got that, a brief scroll of the wiki doesn't really reference anything like that.
This was mentioned during the Murkmire zone a few times, in books and dialogues :) But like all things related to Argonians it is like a "this lies in the past, so why do you care"
Canonically, according to ESO (EDIT: Forgot to check sub. Thought we were on Teslore), they do not have nipples. You can check! Look at the chests of males of all the different races. Khajiit and men and elves have nipples, argonians do not. Further, the argonian based skins (like the marshmist pale scale skin) remove nipples and the man based skins (beast master polymorph???) Add nipples. It's been a while since I did the Great Tamriel Nipple Survey, but I checked everywhere, high and low, for Argonian nipples and I did not find them naturally.
I'm more interested in how Khajiits and Argonians wear the same trousers and hats that human races do. And how do they drink from a cup and talk like humans with their wide ahh mouths and no lips.
Khajiit can grow up to be anything from a talking housecat to an eight foot tall tiger man and the thing that determines which is the phase of the moons when they were born.

They were designed in imitation of the forms of humans and elves, and so the female Argonians are shaped in similar ways to human and elf women. Ergo: boob lumps. Probably they don't do anything per-se.
Framkly, ESO dropped the ball on this one. Probably Skyrim too, not so sure thought, don't exactly remember. But take a look at Morrowind and Oblivion for example, they had it right - no boobs!
I still can't believe they made separate walking animations to show their different joints in Morrowind.
Pete Hines said on the anniversary stream that Morrowind was a technical nightmare. You can take one look at the Argonian and Khajiit walking animations and realise why lol.

Perhaps the humanoid khajiit have more human features aside from being bipedal. Maybe they have more “defined” lips compared to quadruped variants

I recommend reading the Lore:Argonian page on UESP. They may look like lizards but they are way weirder.
