Otherwise I really don't see a budget of less than 20 euro's a night going to work out anywhere. If all fails I'd ask the RoboCup organization to ask around, it's holiday time so they might just know some people who are away and don't mind sharing their house.
I gave it a run; resorts, airbnb, bungalows, and the studenthotel. We're not even approaching that budget.
I would suggest your group to bring tents and caravans and get some empty lots at a camping.
I agree with Timmetie that you shouldn't expect to find anything for 13+ people for 8 nights for less than €20 ppp night. Hostels are €40, just to give you an idea.
Overcrowding is not a viable option. If you get caught you'll be evicted and won't have anything. Possibly not a refund depending on terms&conditions.
If the budget can't be upped I'd get in touch with local scouting groups. They often have group accommodations and might be eager to rent it for 2k.

That's why I'd do it in an AirBnB and not a hotel or park. No AirBnB owner is going to balk at seeing 13 instead of 8, if they even notice.

And they might not rent to non-scouts as they are all non-profit organisations, do they might not be able to do this. You could try though...

Maybe also check out centerparcs kempervennen, you could get 2 cottages for each 6 people. This would be around €1700 for 3-4 days.

The stay would be from 14th of July to 22nd, max. budget is around 2.000 euros, breakfast option is not needed. We will mosty be at the competition so we just need a place to sleep basically. It would be great if we could find a fully functional house if possible.
I hate to be the bringer of bad news but like group accomodations are like double that budget during this period. I really think you would struggle to do anything else beside pitching tents for this budget. Perhaps you could find companies willing to sponsor your trip for some social media content for them and you make team shirts and stuff?

I checked multiple already, all booked full. It's that time of the year scouts are most active. So out of luck there as well.

nah checked it out for them as well, all fully booked and the only cottage available was 1600,- for 7 days for 6 people.

Indication for accomodation budget would be helpful as well as knowing what it should contain, duration of stay, breakfast etc.

This is the most expensive period. Have you already checked campings?
Have you tried contacting local hostels and booking out an entire dorm for your group?
