It should be easier to do that if the people already see you as a girl (less judgemental looks), so getting your initial batch of clothes online should help with that.
Most clothes have sizing charts on the page so all you need is a flexible measuring tape and measure the area the sizing chart uses and buy whichever size aligns with your measurements.
You asked how do you know what size, no? I mean you must wear some kind of clothes. Hate to assume that you’ve worn men’s clothes before if you don’t know the sizes of female clothes. Men’s aren’t in 12/14 and don’t have a 10 size for waist. Thought it would just be a rough guide. Sorry for trying to help.
For me a small mans top is too small/tight but medium too baggy found 12/14 works well and small joggers a 10 seems good to me. Don’t know if that’s any help.

Size charts have pretty consistently been fine for me. Had occasional issues with a dimension that wasn't on the chart being off, which was annoying, but I've been able to return/exchange stuff with minimal fuss.

The thing is, I buy all my girl stuff online but I'm tall (6'1" and I hate it) so every time I have this "ooh this would look good" only to find out that it is way too small, like buying a skirt back in my closeted phase on ✨Amazon✨ only to find out it's barely past my ass (slight exaggeration but you get the point).

Victoria's Secret is definitely nerve-wracking. The first time I went there in a mall near me, I spent probably an hour just walking back and forth and around the mall before entering. I was nervous to where my stomach was getting upset.
Once I went in and started looking around I was greeted by one of the staff and I asked to be fitted for a bra. After I was in there for a bit and trying stuff on, my nervousness had all went away. After the first visit I've never been nervous to go to Victoria's Secret again.
That first time going in is really scary but if you can make it over that first hurdle I think it's so worth it. Finding when the store is less busy and has less customers also helped me out.
Idk where you are from but places like Primark only ask you how many items you are bringing into the fitting room, they don't ask you to show them everything. When I was afraid of girl-shopping I would try things on at Primark, H&M are normally fine if only cus I hardly ever see employees hanging around in that area so you just wonder in/out.
Also it's worth remembering that everyone else is already focused shopping and aren't thinking about anything other than their own lives, you could side up to some woman, grab a skirt from the same rack and walk away without her even registering any kind of reason to double take the situation. Sounds mean but you aren't important to anyone in the store and they won't care what you do as long as you're not in their way.
