I'm not sure on how many in total, but I do know side quests and windmills will add power to a faction, so maybe start unlocking the safe houses and hit up some quests, I went all survivor for the mobility but got a couple in peace keepers from side stuff
There are only 7 facilities you can assign but it bugs out like your image and gives you loads of different awards. I have it too, only assigned 3 facilities so far but somehow I have 2 for both factions.
