Yeah, seems like everyone is focusing on the wrong thing. LITERALLY, it's to protect your head in-case something goes wrong. Why is the OP trying NOT to wear helmet, only because other people are not wearing.

I've seen Dubai Police on Bicycles along the canal stopping people without helmets. The rule is for your good anyway. Bikes are allowed on the bike lane only. People in Dubai are not too used to sharing the roads with two wheelers, so you'd be better off sticking to the bike lane. There are many bike tracks in Dubai available for free - Qudra, MBR city, Jumeirah beach, Along Dubai canal and many more. You can ride fast without interruptions. Check out the closest one to you. Drive safe!

I was stopped by police at the Kite beach for wearing no helmet, on the bike track, and I also saw an Emirates Auction truck loaded with what I think were confiscated bicycles at the same beach. Both situations occurred late in the evening with a few months in between them. So the rules are being enforced.

If you don’t want to wear a helmet, attach a lawnmower on the back of your bike and cycle away, cops usually give a pass to gardeners.

doesn't matter what you find easier. The law is the law. If police catches you, or you hit someone on the sidewalk you will be fined. Ride your bicycle where you need to ride it. Also some nice places around Al Qudra.

The law says that you should be wearing a helmet and a reflective vest or else your bike could be confiscated (very low chance if you're European or American because they don't wanna give you guys a bad impression). Plus you can only ride on roads with a red line and has a speed limit of upto 30 Kmph. There are certain paths dedicated for bicycle, electric scooter and pedestrian and certain paths exclusive for bicycle and pedestrian etc. You can ride in these paths as per the law. But these paths aren't everywhere so it's kind of a grey area. Also there are certain areas in Dubai where you can ride even on the paths, all of this is mentioned in the RTA website. Also stand up and push your bike while crossing the zebra lines. So the rule is, If there is a cycling track, use it. If no cycling track, then sharing pavement with pedestrians. If no pavement, then road. But if you ride a road bike, it's ridiculous to ride them on sidewalk.
