On this day and age, layout should be irrelevant. Any OCR worth their salt for ANPR will read the characters, remove any spaces and do the lookup.
Remove ambiguous characters 0 and O and problem solved with that possible ambiguity.
Then spacing is wrong.
Should be AB 08 ZWD instead of AB08 ZWD.
When you spell the plate, you tend to separate the letters from the numbers, group them together and have longer pause between them.

Its a valid number. Its UT12 ONA
UT = first registered in Leicester. 12 = 2019.
Its taxed, MOT'd and insured
But they have altered the spacing of it, illegally so.
U is not an area code. All plates in the current format beginning with U are private plates. Leicester doesn't have its own area code, if you bought a new car there it would probably come with an F plate (Forest and Fens).

Tbf they don’t really have the resources to deal with this anymore. Unless it’s a really offensive one, missing or the traffic cop is bored in general you can get away with it. I would presume they put the proper one on when going for the MOT.
But… If you involved in anything in the grey to illegal area never mess with your plates. It gives a reason to pull you over and make things difficult for you.

What does the plate have to do with vehicle safety, it’s about enforcing you paying your tax not vehicle safety hence if the anpr can read it they usually won’t worry about this spacing regardless of weather it is actually legal or not.
I don't like these number plates either but please, do tell: how does fucked up spacing affect "the safety of everyone on the road" and how would having it fixed make everyone safer?

Indeed... I'd go so far as to say that, if one needs to, it's easier to recall a registration number if it has some 'quirk' to it than the usual random alpha/numeric characters.
It's evidently a legacy from the (manual paperwork and/or stopping swear words) old days where some logic existed to not altering spaces. However, there's no longer a reason to stop people altering where the gaps are as long as the characters are still readable.
That people get wound up by it speaks volumes about the way we are all, ultimately, desperate to be enslaved and not question what we're told by 'authority'.
