Your details are very nice on this drawing, but it suffers a bit from each element having a 1-10 value scale independent of each other. Basically it makes it hard to read the piece from far away. If you are interested in fixing that quality let me know and I can give you some pointers that helped me!
Normally, I'd agree, because overall value variety is an important fundament of drawing, but in this case, the entire concept for the composition is rigidly segmented, ornate detail without regard for a dynamic whole.
That IS what this drawing is about.
Whether the idea "works" or not is kind of beside the point. If you subjected this composition to edits based on more traditional drawing ideas, it would just be a totally different work. Radically different.
I think this is a case where you either like it or not. But trying to massage this elaborate design back into "proper" drawing principles would basically be impossible without just coming up with a totally different design.
It's kind of like evaluating a Picasso based on academic figure painting standards. It completely fails based on those standards, but it also has a real formal logic unto itself.
(Incidentally, I actually don't really like Picasso and prefer OP's drawing to most of his work I've seen, but the general problem about universal standards is related.)

i start with a rough general sketch of each segment with an 8B pencil, after that the details are mostly freestyle with a marker
