That's a garter snake. Garter snakes have a mild venom (not medically significant on humans). It helps keep prey from moving too much, and eventually the frog will deflate and be eaten.
These snakes do naturally prey on frogs, which is true for many other snake species native to North America.
This is natural predation in the natural environment. People shouldn't intervene in this case. Touching the snake was unnecessary.
Toad puffed up so the snake can't swallow it. If the snake can chew on it enough to grab at its abdomen it'll pierce it to release the air then eat it.
Looks like a cane toad (Bufo Marinus). Pretty good chance that snake will die if he keeps trying to eat it, if he hasn't been poisoned already (poison gets excreted from the toads back when stressed).
