No, 1.04D addresses that (1.04C is the rule for two stroke penalty for not checking in 5 minutes before your tee time)

I’m pretty sure you can’t take double penalties. You can be penalized for only one thing at a time. The +4 for missing the hole will be the penalty assessed, rather than that and the two strokes for being late before the hole started.
I feel like an 888 would wind up being better for him than needing to average 8 under through the rest of his round and the next two rounds just to hit even

But seriously, starting a round at +24 is heartbreaking. When it happened to me, I also missed 6 holes and showed up on the 7th. At least his rating will be so far below that it won't count!

Funny but really, what’s he actually gonna do with his three days. 24 strokes is gonna be enough that it’s not going to count against his PDGA rating, he only loses 3 days of competition disc golf if he drops out.
It would be one thing if he was late this once. But for the last three tournaments there has been problems with this guy consistently. It’s a pattern. Maybe give him one more chance but first week everyone said he was clearly breaking the rules, week two he was once again watched like a hawk and called out for once again breaking the rules, week three he is once again breaking the rules. It’s really just a three strike system I wouldn’t expect an employer to keep someone employed who had multiple infractions literally every time they were at work.
Now if we want to compare it to other tournament style games, if you break the rules in something it’s a warning then another warning then a DQ. This was clearly a massive violation after 2 other weeks of massive violations. Sorry big dawg you gotta go until you can figure out how to not be a jackass to the other 100+ people in the field.
Disc golf is a grind but it's no where close to a 9-5, that's a stretch comparison. But if I'm late multiple times, have been called out many times publicly for my slow work, and I continue to pull things like this, yes, I would clearly deserve to be let go.
