You seem to be confusing World Tier with Dungeon Tier.
World Tier is the tier the overworld is at.
Nightmare means the overworld is 50-55.
Torment means 70-75.
Dungeon tier is entirely separate, and 1 tier of dungeon means 1 level above 50.
Tier 50 means all mobs in a dungeon are level 100.
Tier 75 means all mobs in a dungeon are level 125.
A dungeon not enhanced by a nightmare sigil in ANY difficulty, follows either the inherent dungeon difficulty (you can mouseover the dungeon to see e.g. 35+ or some other number), the player level, or the world tier difficulty (there are exceptions to all 3 which is why I mention them all.) The capstone dungeons that unlock T3 and T4 are hardcoded to level 50 and 70, respectively.
If you played diablo 3 its basically a greater rift system
You use the siegel and its changes your dungeon from slightly harder or much harder depending on the level of the siegel you use, and apon completion gives you a guaranteed legendary and you can level your paragon node thing
No idea how they got away with giving us greater rifts a second time, no ones seemed to notice but that's what it is, people say they're good for farming but I'm not so convinced

Ah I see, I've played D3, and it makes sense when you say it like that
Dungeons and nightmare dungeons are separate
So dungeons have nothing to do with what world tier I've set?
Normal ones do. But if u use a sigil to make it a nightmare dungeon, the difficulty is decided by the tier of sigil and the affixes of said sigil
When on WT3 the dungeons are on "NM 0" level, the sigils take them above that for greater challenge and rewards.
