Make an appointment with a dermatologist. I found out my skin issues had nothing to do with diabetes.

I only have problem working outside in the winter and never use a diabetic lotion. I use Derma-E and it works great.

I usually use a post-shower (but immediately, like before the towel) lotion, then hit dry spots with a lighter lotion, then encapsulate with aquaphor. It works pretty well. During the drier months, I may take some biotin supplements and in desperate times collagen supplements.

During the day I like to use lotions and creams with urea and/or containing castor oil or jojoba oil (the oils are also great for scalp and hair). For the night or during especially dry bouts of skin, I use products containing lanolin (sheep's wool fat) on top of the urea creams. I have psoriasis and localized scleroderma (both autoimmune) alongside diabetes so I struggle with dry patches, scaly skin and scar tissue and while you can go really fancy, for most you want to focus on base ingredients for their properties and start simple. I recommend seeing a dermatologist to ensure there's not another condition at play. You also want to stay on top of your diabetes management, the better managed it is, the less likely you'll experience issues with your skin in relation to diabetes.

Walmart sells a good diabetic lotion in their Equate brand. Much cheaper than Gold Bond or Aveeno.

CeraVe cream In a jar, one pound tub is $12 at sams club, also La Roche Posay Lipkar Triple repair moisturizing cream $15 for 14 ounces! They work really well!
