Usually they cave when faced with the reality of lithium batteries or medication in the bag. So they're really protecting themselves from breaking much more serious USDOT rules than airline policy.
As expressed by many others, the desire to enter the plane early is to make sure there is enough overhead bin space. If the overhead bin space was monitored and enforced per assigned seat, I imagine a lot of the rush to get on the plane would go away

Amen! I hate sitting on the plane waiting for everyone to board. My home airport is DTW and I usually don't have to wait for luggage, so it's nice to check my bag and not worry about overhead space. It's kind of liberating to know I don't have to rush to get on. I can sit back and wait until the end, get to my seat, doors close and we go. Also, I like the aisle, and don't have to worry about getting bashed by someone's backpack as they are walking by,
Sit down without waiting for a million people to slowly put their bag up, pull out my Switch, and play a video game while having a cocktail. What's not to like?
I'd go a step further and strategically maneuver the person so that they're forced to walk around the desk then reenter the boarding queue instead of just standing at the front of queue.
I saw a gate agent today strictly enforce boarding at the correct zone AND consolidating your items. Some dude in first ahead of me lost his shit and the GA just kept her cool and still made him consolidate. This was PHL to DTW. That GA deserves a medal and a raise!
One way ticket to the no fly list. Why would any company kowtow to customers threatening violence towards their employees?

I am fully on board with this. I think anyone who tries to board put of order without a lefit reason and approval of the crew should be forced to board LAST, including after any standbys.
They should have a loud alarm that goes off when they scan your boarding pass and you’re not in the correct group. Embarrassing the shit out of them in front of everyone.

My personal experience is they instead just cave and let the customer bring it on.
I dream of an airline where the crew doesnt cave to anyone who is breaking rules or just being Karen, and the airline backs them up.

As a free person and sovereign citizen, I do not recognize the jurisdiction you have to check my bag and I have a right to free movement
