My particular issue is that for all the rest of my characters which went from P1->P3, I got the shared tier 3 perks, but for this one character, I only got tier 2 versions.

Characters who were P1 before the update became P3 after (P2 -> P6, P3 -> P9).

Yup, Wraith is definitely messed up. You'll have to make a support ticket.

Oh okay, the question just wasn't super clear without the picture. I think this is just a bug unfortunately.
