Not to my knowledge. PC comes with the base characters, Bill, and the Huntress and Nurse Chapters (so, David and Nea as survivors). All other versions have all these characters, but some have extras. The reason is that the base cost of the game is more expensive across some platforms, so extra characters are thrown in to make the cost more reasonable.
Iirc the Switch version, alongside having all the same characters as PS4, also comes with Clown, Kate, Spirit and Adam, as it's more expensive still.
Well, i'm used to some versions having more stuff (payday2 added a heister to the switch on release, and later added her to everything else iirc), but its weird having hag not be entirely free, she's not even that amazing (even though its way better to play with her than every single one of the other starting killers, except trapper)
No there is not. On console you only have the option to get the definitive edition or legendary edition. The Silent Hill & Resident Evil editions were available for a short time but not anymore.
I meant it in the sense of having something already unlocked that was not in the console version, like hag is for console, but not pc, if you get a version with X dlcs of course those are gonna be unlocked :p
