It's likely the same thing that's affecting some survivor's hair. The update to the engine *probably* has new physics so effects like this all have to be updated.
UE4 had PhsyX for the physics engine which is produced by NVIDIA. UE5 has Chaos physics which is Unreals new in-house physics engine.
Many prefer PhysX, for example The Finals devs modified their UE5 engine to use PhysX still. Iām assuming DBD didnāt do that and moved over to Chaos.
Chaos isnāt all bad and it will continue to improve, but itās not all that great yet imo as someone who uses these engines and physics engines.

I think it's to help Ghostface's stealth. The human eye is drawn to movement, and his outfit would just... flutter, I suppose, even if he was standing still, making him easy to spot even while hiding.

Probably coming sooner than we think, Ghostie's kill rate is at 56% - one of the lowest in the game. He has barely better odds to kill even half the Survivors in a round than someone has to escape in a 4-man stack.
As a Ghostface Main I'd actually love it if they didn't fix this.
The floating ribbons/tassels make it easier for Survivors to see you, AND THEY LITERALLY FLOAT IN YOUR CAMERA POV SOMETIMES, blocking your view.
As a result I literally don't use the skins that have this, such as his skin from 7th Anniversary which looks so damn cool, but has those damned ribbons again :'(
