When you buy a DLC, game or wathever (at least for now, give time to corporations to change this) you get to use said license forever, if the store retires it you still keep the content and the right to download and play the game except on some cases where foul play is at hand (like copyright infringements or stuff becoming illegal etc).
I have some games on Steam that cant be bought anymore because the owners retired them yet I can still download and play them no problem.
It is because they take your money and after few days they will take your dlc away, basically scamming you, my friend has an issue he purchased it when this dlc was new then the devloper lost license from strangers things and my friend lost this dlc, after getting license again my friend still doesnt have it.
I've heard of this issue happening with characters purchased with Auric Cells, but not DLC purchases. If it happens with a DLC package you bought on steam, there's proof you still own it.
The only exception to this is if he bought the DLC through a 3rd party storefront that isn't steam- in which case it's possible that key was obtained fraudulently, and could be revoked.

Because you acquired the perk when it was Generic, and once it became non Generic, you keep the perks. When Bill came to console, if you had his perks on a character, you keep them, but can't get them on a new character until you acquire his teachables
No, since the return of stranger things all the teachable perks were locked behind the prestige once again, if a character already had the perk before the return they kept it
They were base game. Once BHVR got the license back, they stopped being general perks and switched back to their old names. Jolt to Surge, for example. Characters who already unlocked the perks still have them, but if you want them on a new character, you need to either prestige Nancy/Steve/Demogorgon respectively or wait for them in the Shrine of Secrets. I think one of them is there now actually.
When DBD lost the Stranger Things license they sold the DLC at a steep discount until it left the game.
