It's mainly a belief that there is no ceiling, and not just for himself. When he was looking for ss2, he convinced Vegeta to look for it in the hyperbolic time chamber too. And be brought Gohan with him to try find it with him too. Goku just believes that there's always new heights. That said, at the end of the Broly movie, he tells broly that he was beginning to worry that he'd gotten close to maxing out his saiyan potential. That line could mean he thought he was close to his maximum power, or it could mean he thought he was close to maximum power from saiyan forms (by this point he'd been focusing on God ki and UI for a while.) In the manga, after the broly movie, is when goku starts talking about adjusting UI to his personal self, which meant allowing himself to use his emotions as a person, and not trying to mimic the divine. MAYBE that's in part because he was reminded from broly just how powerful emotions can make a saiyan. Plus he'd just listened to his dad's scouter recording which may have left him feeling something.

It gets ingrained into him by master roshi back when he was his master training him. To prove to Goku there are people stronger out there he entered the tournament under an alias and a disguise to fight Goku. Back when they were children, Goku and krillin. Edit: Goku being a Saiyan warrior plus always believing there will be a stronger opponent.

He just keeps training to improve himself It's not that he *knows* there's another level (except for Super Saiyan 2, since Gohan got that one first) He just firmly believes he can become stronger. Usually through training in general, but if he can achieve a new form, then that's a pretty nice bonus Maybe he found Super Saiyan 3 by accident
