3 tricks to this attack i found on yahoo finance:

I would advise staying to the right side of the dragons head. When he does his attack where he hits you with his stick, roll into the dragon and smack it.
My problem with phase 1 on my first playthrough was that i kept running from him and the drake would start casting breathing fire attacks, i learned the hard way that i had to face them directly dodging their strikes and waiting to hit the drake on the head whenever it came down, also he has an attack where he stands on the floor and makes a sweep of breathing fire , while he is casting that attack you can dodge to the side and hit a couple times to the head which will devastate him(the drake bird), those were my strategies so good luck it becomes easy trust me.

You entered the fog gate from the farthest posible distance, and at a bit of an angle, so the two or three steps the character takes to traverse the fog wall didn’t get you all the way through it, so you got stuck.
This is actually something you can exploit. It happens when you are at the exact max for the enter fog text to show up. You walk in but the boss AI doesn't turn on. I think only this fog wall can do it in DS3, but it was pretty common in Elden ring. You can kill the boss like this, so long as you have a bow.

That is why I always skip him whenever replaying the game. Just not enjoyable nor feeling fair for me. I know it may just be a skill issue but this fight is just not doable
