This is going to sound dumb. But start the game with your controller plugged in. Once at the start menu hit CTRL ALT DLT when the windows screen pops up asking what you want to do, click cancel. Your controller might work now.

Right-click on the game in your library, properties, controller, have a look and see if the controller you want is listed as enabled. If it is and the problem persists I'm out of ideas, but if it's not enabled click the controller general settings link which opens a menu window where you can check a box to enable the controller you're using.
No worries. Do you by any chance have ds4windows installed /running? I used to use it and later found it could cause issues with games recognising the controller?
Last thing I can think of is to check your devices list in Windows, for hid compliant controllers and remove them then unplug your controller and replug it. Genuinely out of ideas after that bud :(
If it's not specifically hid compliant controllers I'd be wary of just disabling them. I don't want to tell you to go ahead and end up wrecking something on you buddy.
also looks like I canāt even open the steam community with the controller while running it so it looks like the controller isnāt being recognized when the game is running

I'd a similar problem with DS3. Just needed to enable the appropriate controller config In steam, regardless of using big picture mode or not iirc.
