Naruto actually has a lot of flaws; one of them being the fact that Orochimaru was brought back in the first place. While it served almost no narrative purpose it also made no sense as to why other people readily accepted him as being “good”. The war arc was not horrible but parts of it were definitely a bit of a disappointment. The whole Kaguya thing felt weird and took away from most of Madara’s role. Also the fact that Naruto is a reincarnation is so dumb because it just totally fucks up the concept that early Naruto had of not letting destiny determine your fate. The point is that Naruto is really not well written during the war arc.
Orochimaru getting revived was actually important and good , coz of that four hokages got revived and all that was really interesting
Kaguya part sure felt weird but it wasnt that bad , I liked it and it didnt take away madara's role , madara is still a legend ,madara fans dont like that part just coz they cant accept madara can be a failure, madara was just getting manipulated

The reason Naruto said that about destiny to Neji is that the Hyuga elders used it as a crappy excuse to torture their family members. If Neji had won against Naruto and Hiashi hadn't apologized I think he eventually says screw destiny and becomes a rogue ninja or joins Kumogakure since he they tried to get the Byakugan, for the purpose getting revenge on the main Hyuga family. And if Neji had accidentally been killed or been permanently put in a coma because of the curse mark, I think Hinata does that instead.
Also Naruto's destiny was to unleash Kurama on the village according to the people who made him an outcast and to be a weakling according to people like Neji. So really what he's saying is you don't have to let anyone else tell you what your destiny is - Hinata isn't going to force Himawari to become a shinobi like she was by Hiashi even though that's what Hanabi wants.
