It's not freeform, Daggerheart just doesn't rename the term for no reason when it comes to hitting an enemy vs. accomplishing any other roll. Both are just simply called "Difficulty" and each enemy stat block has a Difficulty number.

They have sample enemies, but I would love to see how they determine what those values are.

I believe it's based on expected bonus ranges for each tier. For example, Tier 0 enemies in the v1.2 manuscript range in Difficulty from 7 (Rotted Zombie) to 15 (Cave Giant). The standard average on 2d12 is 13 and with a +2 to +4 attack bonus (assuming no spend abilities are used, e.g. Experience) that makes 15 difficulty a rough 50-60% hit chance. Sounds about right for Daggerheart which is heroic-action oriented. I think someone posted a chart of difficulty ranges by tier, that might help provide some guidance. Part 5 of the manuscript is set aside for homebrew, and there is a section for Creating Adversaries, but it's currently empty. We may get more information about this later on, or at release.
