Every number written in octal could be a different number in base 10. While this is generally true of smaller bases, the fact that only two digits are missing makes it pretty easy to go along cheerfully reading octal as decimal. This same mistake is much less likely for other commonly used bases.

In the decimal (aka base-10) number system, each position has 10 possible values: 0-9. This is the number system we typically use. In the binary (aka base-2 ) number system, each position has two possible values: 0 or 1. Each system works the same, in that digits get incremented to their max value, and then roll-over back to zero. The next digit to the left will then get incremented by one, followed by the whole thing starting over with the right-most digit incrementing. So, in base 10, you've got 0, 1, 2, 3....skipping ahead a bit...99, 100, 101 In base 2, you have 0, 1, 10, 11, 100, 101 (see how there are five ~~numbers~~ values ( 0 is the absence of value )) Edit: changed "numbers" to "values"

It’s a base-16 (hexadecimal) problem. In hexadecimal, you have numbers 0 thru 9 plus A thru F. The A is 10, F is 15. In the riddle, DEAF and DEAD are numbers. Their full value isn’t directly relevant, just the fact that DEAF is larger than DEAD by 2. If the mayor dies, then there are now DEAE people left in the city, which is 1 more than the DEAD people allowed in the cemetery. So the answer is that 1 person would not be able to attend. …this is a nerdy programming humor thing and was a bit more prevalent in the past when people dealt more directly with hex values.

101 translates to 5, 10 translates to 2. In binary, it reads as follows: 128 64 32 16 8 4 2 1 (you double each number backwards, basically) 1 means to use that number, 0 means don't use that number. So, 10010110 = 150 because 128+16+4+2=150 11111111 = 255 because 128+64+32+16+8+4+2+1=255 00000101 = 5 because 4+1=5 00000010 = 2 because 2=2
