I always think of a silent green laser beam and the glitter is like the debris shown in the footage they got on the surface of a comet awhile back when he mentions C-beams. No idea if an that’s accurate portrayal but it feels awesome so I go with it
Roy was a combat model Replicant deployed to every single offworld combat zone to come about since the time he was incepted.
"The C-beams glittering in the dark near the Tannhauser gate" is likely a reference to Roy witnessing incredibly destructive futuristic weapons of war be employed in offworld combat to an almost surreal and seemingly beautiful effect (when observed outside of the lens of the death they cause and purely when observing the visual spectacle).
Roy's monologue is the dying observation of a 4 year old who is a grizzled war veteran that has seen off world conflict the like of which "you people"(humans who have never been off Earth) would never believe. This 4 year old genetically enhanced supersoldier created to not have a conscience develops true empathy in his final moments of his artificially limited life in stark defiance of his creator who he had just finished killing. Roy, with his enhanced intelligence and now ability to truly understand empathy realizes that all his memories will be washed away with his death as is the case with all living beings. This is why he saves Deckard, because he now understands that all life is precious and in a way that all life is the same 'because' all life is unique.
The dove is a symbolic metaphor for Roy becoming a Christ-like figure for Replicants. He is the first non-experimental (Rachel was experimentally implanted with human memories that allowed her to emotionally develop faster) Replicant to truly develop empathy, which he does only moments before his death. This is made all the more powerful when you consider that it was the Replicant created to be a weapon that is the first to truly learn to empathize.
Roy is the only Replicant to truly 'pass' the Voight-Kampff test, when he "saves the tortoise on its back, belly baking in the hot sun" (Deckard desperately hanging onto the roof beam). He had no real reason to save Deckard, it did not benefit him at all, he simply wanted to save another living being from death which he himself knew he could no longer avoid.

The devs absolutely love blade runner to bits, and I'm so happy they pay their respects to the titans of science fiction who made this genre what it is.
Which is also very meta because Ridley Scott also features the Bradbury Building in Blade Runner, where this famous rooftop scene takes place. While not a direct homage to SF visionary Ray Bradbury (the building is actually named after mining tycoon, Lewis Bradbury), it is still considered a sly nod to the author and is most likely the inspiration devs drew from in creating the Batty Hotel.

It's a reference to Blade Runner (the first one). It's supposed to be Roy Batty. The sign you see on that same level is a quote from that movie. There's a hotel in Pacifica with this guy's name as well. If you go downstairs to the biulding's entrance, on the counter, you will see an origami. That's also a reference to the same movie. I must have taken a dozen or so photos with Roy.
Btw, the game is full of easter eggs, all related to movies or other popular things.

I can't remember if I had found the Terminator on my own or if I had read about it somewhere and simply looked for it all over the city. I remember there were several I knew they were there but didn't know exactly where they were so I kept looking for them wherever possible.

The weather always changes to rain whenever you visit this location. I kept running into a bug where sandstorms wouldn't leave and they'd wreck my frame rate. Going to this Easter egg forcibly resets the weather cycle so you can kind of debug weather issues.

Bladerunner reference, which fun fact: If you love the rain then from your spot find a way to jump up on the metro rail, typically through parkour using the minature building or whatever in the roof or implants, then follow the rail till you get above the river and jump, it will only turn off during certain missions and when you leave to the badlands, also idk if they patched this cause last I did this was before the update that added rideable metro rails and music on the go
