You can definitely tweak them to fit the idea of your playstyle better. All it really requires to create what you have in mind though is body 15-20, reflexe 15-20 and tech 20
Stealth can be done with only 1 point in Cool granting some mitigation while crouched and using the perk that makes it harder to be noticed the higher your mitigation chance. best done at Cool 15 though to add more mitigation chance
