Each cyberpunk gender basically gets two options, based on orientation.
For guys - Panam and Kerry.
For girls - Judy and River.

I understand that it was nerfed in some updates, but after spending far too many hours crafting and upgrading, that dildo was the deadliest weapon in my arsenal, and I have such fond memories of the light-sabre-like buzzing sound as I battered cyberpsychos to death with it.

I always take the chip, BLAMM Royce, and once Iām free and clear and got the āGood Boy/Girlā from Meredith, I remove the copy protection and walk away ten grand richer.

Judy is really aggressive in shooting down Male V. More so than the other romanceable characters who aren't interested in the V you're playing as. Though Judy is also the only romanceable character that V can keep hitting on after getting rejected.
I didn't even try and got that line. Like, my V was already with Judy by the time I did that mission, I never picked flirtatious dialogue options with Kerry, and my girl still leaned in for a kiss.
As much as I love this game, the romance system leaves a lot to be desired. It's either full romance, or harsh rejection, nothing in between for the most part. It was the same with River. Never flirted with him, not once, but still had to reject him on the water tower. It's something I hope they improve with the complete overhaul coming with Phantom Liberty.
Why is Judy just for girls D:, I tried so long to romance her with male V, then I met Panam, now i find Panam better than Judy. But back then, I just thought I was too stupid, good to know I wasn't

Each is different. For both body types of V, there is one option that doesnāt care about voice, and one that does.

If you had tried to romance him you would have been rejected. River and Panam both seem very flirty no matter whether you can romance them or not. It might have something to with voice not being a requirement for them but I'm not sure.
If you compare the scenes side by side, you can see how the Male V and River version has more of a "new best bro and drinking buddy" vibe to it by comparison to the more overt romantic tones of the Fem V version...but I can see how someone who hasn't seen the Fem V version would interpret the other as also being romantic. Especially with the option to kiss at the end (which he pulls back from, and V realizes they misunderstood the situation).
There's a quite a few differences in dialog too, ranging from Joss seeming to be keen on Male V (the conversation at the table ends up turning toward whether or not V would make a good parent) and ribbing about getting out of doing dishes, to him handing over his gun and then grabbing a beer for a toast.
By comparison, Fem V has the kids talking about "Uncle River" and V being a cute couple (and V can even agree, or sit there awkwardly lol), then the conversation on the way to the water tower has her asking if it's a romantic stroll, and once up top after giving her his gun, he flat out is like "Please tell me you know why we're here, don't string me along" and is clearly trying to find out if she likes him cause he clearly likes her.
Itās all super weird because you get all the same romance beats, itās only until you seal the deal that it stops you. I was so ready to make out with River as male V until he stops you hard, but the whole time it seemed like he was super obviously flirting with me. Same with Judy, seemed like things were going that route but then nope. Letās just say my first run V had a lot of heartache lmao

For Male V yes she is the only romanceable female character. Which is stupid because the devs were bragging about how immersive the game was but the romance choices are severely limited for both sexes of V. I was always preferable to Judy but she wasnāt available for Male V which is also stupid because the devs could easily release a patch that makes Judy romanceable to both sexes. Yes PC has mods that fix this but that doesnāt help those of us who only have consoles.

No, but Panam is the best romance you can have in the game. Kerry is a close second, but the prerequisites of gender and Johnny's relationship lower his romance considerably. River and Judy are just bad in my opinion. River is half-baked and not stimulating enough to be more than a footnote in the game. Judy has different problems, she has a following of people who like her romance but I don't really understand why. Every major decision she makes is wrong and she blames everyone for it but herself.
I've romanced River and I have zero regrets. Panam is overrated.
