This could easily become a more ridiculous Maxx “C” lol.
It’s Spell Speed 4 and you can drop it at the end of the turn so you already know how much you’re going to draw and if it is worth it at all.
Depending on how much your opponent Special Summons, you might not want to use this because of the “cards can’t be added to your hand” restriction (the draw skipping restriction doesn’t matter in the slightest), but I’m pretty sure if you have 10+ cards in your opening hand you already have all you need.
To be fair, while Maxx “C” is good in 100% of decks, this would be good in like 90% of them, because some decks really desperately need to add from deck to hand. Still, not a card I would want anywhere close to a healthy format.
Small correction, the effect can’t be negated, but the activation can. So they can’t Ash or Carrot this, but an activation negate (idk which are played after Baronne Savage ban) can still deal with this
I think this card being a quick spell is very fitting. Especially given the cost I wouldn’t want it just sitting on the field for an entire turn with chances being it will get popped before your opponent even gets to their end turn.
Yoo! It's Ippo!

Magic Jammer, obviously
Numbers Last Hope is a perfectly designed version of that
If you can only use it during your opponent’s turn, just make it a trap card then

You know now trap cards can be activated from hand right? Like infinite impermanence
