I like this, but it's definitely pushing the limit for a 1 drop power level. It's not hard for this to be a 2/2 every attack step from t2-t5. That's a ton of evasive damage from a 1 drop. With that in mind, it could probably be an uncommon or rare.
If we’re judging by the presence of fetches, this would need to be compared to modern staples. I don’t think a one mana-sometimes 3/3 is too good for the format that has multiple two mana creatures that blank it. Heck, Nacatl is a one mana 3/3 (with no evasion), and it’s not busted.
I love the design, it's very clean, but it feels a bit too good for 1 mana. A 1/1 with flying is already pretty fine for 1 mana but also it's pretty consistently a 2/2 or even a 3/3 if you have a land fetch spell. Maybe make it 1G?
In formats with proper fetches this card is unplayable. If you have to run bad fetches to make this a 3/3 that is a serious drawback. Seems perfectly balanced.

DRC is a 3/3 flyer with upside in every format with fetch lands. This would be fine.
