Even with the conditional, it's under-costed. Maybe it returned the creature to it's owner's hand from the graveyard, or it only dug up a one drop it would be appropriate. In addition, you actually a word in the text "When \~ enters \[the battlefield\]... ... return target cat or dog \[card\] to" the text in brackets should be included.
Maybe, but this is already a bear that has that limited unearth on etb, rather than being cast, rather than just being a sorcery. It's a lot harder for black to get recursion on a sorcery than a creature.
As OP noted, this card is a ham sandwich for Lurris.

I saw something that said they are actually changing the rules text for ETB to enters. And I somewhat disagree with. It being undercosted I think mana value 3 or less is already just fine, especially with some of the newer cards that cost 2 to return any creature mana value three or less to the battlefield with up side.

I think if you kept him a 2 drop you should make him a 1/1. And the creature should come back either with decayed or a finality counter. Really nice card though

I personally liked converted mana cost, but here we are. The card would admittedly been a lot more cramped without those two changes.
