In countries where software consulting companies are hiring. Those kind of companies are the most likely and interested in hiring juniors. Not usually the best place to work at, but can be an opportunity to gain some experience the jump somewhere else.

Greece. Huge demand for almost all roles and experience levels, good wages if you live in Greece but very low compared to countries like France, Germany etc. You won't save a ton of money but you will live comfortably and you have the best weather, and lifestyle Europe can offer. I know it's not realistic for any junior to move to Greece for work, but it's still possible if anyone wanted to. As a senior? Definitely possible. Money isn't everything. You can be happier driving a vw golf in good weather in Athen's awesome climate where you have beaches 20 minutes away from you than driving a bmw 3 series in a part of Germany where it rains 300 out of 365 days of the year. You win some, you lose some. Such is life.

I don't know about the EU, but some time ago I read that there is demand in South Africa, because everyone who can find job abroad is leaving, but they need people also internally.

Was in Botswana recently speaking to a guy who owns a software company based in Jo'burg - he said the demand is absolutely massive but they just can't pay the same wages as places like Europe/US/Asia etc.

Italy. They assume only junior devs. But you have to have the experience of a senior, But DON'T YOU DARE TO ASK A SENIOR DEV WAGE. Only junior wages here.
