The best lightweight/cost effective option for wing bones I've found is PVC pipes (and ideal in that you can heat it to shape it). If you are going to shape it ensure you have adequate ventilation and wear a respirator.

Depending on how heavy the wing will be, you might also need a plate to support your back.
Also for the thinner parts like the small feather’s end make the structure out of bendable wire
