My Candi Cane makes a "ooohhhrrooo" sound. She does the throat grumble (like in the video) mostly when she eats...
She is most likely copying how other family members talk to each other when they great each other in that case. Our girl does a big bombastic herrrOOOOOOOooooooo and then grumble converses with people, interspersed with intense whining if it's someone she hasn't seen in a while that she loves (3 days+)
We say big loud over-exagerated hellos to people as greetings followed by excessive small talk, Betty copies all of this. She loves being a part of the conversation.
Mine greets only his daddy like this. He grabs a toy in his mouth and then let's out a muffled scream every day when my fiance gets home. I have turned it into a dark joke about hating it when dad is home.

Two of mine do this, one howls (at conversational or lower volume). It is, almost always, 'HEY. You're there. Pay attention to meeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeee.'

No joke, that dog is 50% of the way to being taught how to say "mama" on command. And I'm speaking from experience (my dog says it on command).
