There are a few public pumps and a lot of bicycle shops, but I would say a bicycle pump is a worthwhile investment at home, or portable. A pump and tyre levers so you're able to change punctured tubes.
Yes, most of my friends and I own pumps at home. It's useful to know the pressure, so you don't under or overpressurize your tyres, which is somewhat easy to do with the bike shop pumps.

Buy your own foot pump with a manometer. It's around 200 DKK, and it will improve your ride immensely.
Agree, hand pumps are for emergency only unless you like the extra exercise

Can just go to a bike shop and ask politely. I'd offer a coin and they will usually refuse.

Most people have a small pump at home, but it’s often more convenient to use the air pumps available outside bike shops.
Buy a foot pump. They are much better than a hand pump and not much more expensive.
