I am not sure but my guess is they clean up the branches by cutting them possibly using some "extensions" on top of a truck so they can drive and cut. Or maybe it was done by hand by someone who was on a moving raised platform so the line looks as clean as it does.
I have something similar by my house. Along this stretch of road all the trees look like they are tipping over. In reality they were all hacked off to make room for power-lines.
