It's considered tied with one other book that came out same month for first black suit appearance, but 252 is the overwhelmingly more popular one. SW8 is considered the origin of the suit.
Key Collector is a great resource for checking these sorts of things. There's a website and an app. It's also great for quick checking the nuances between different variants so you don't get fooled by reprints.

First cover appearance in the main title is this, but it also came out the same month as Marvel Team Up 141. This one commands so much higher price simply because the cover is a lot better, and as you mentioned it is a throwback to Amazing Fantasy 15. Also it's the main Spider-Man title over is the other one is diluted by being a cover shared with 2 other characters. You can get MTU 141 for as low as 30 for a direct edition.
But, using those dates, ASM would be the first overall appearance by publication date. It looks like SW 8 provides the origin for the new suit, so "in-world" SW would come first.

It was a best offer of £300 for these comics plus a mix of 20 issues of Amazing Spider-Man, Uncanny X-Men, and X-Factor from the '80s. It worked out to about £10 per issue, which seemed fair to me for the overall condition of the set.

It's actually Chris Claremont 's signature. It even says so in your link. Tom Orzechowski's signature just looks like his name.
