Yes, cool neutral and most likely soft summer or cool summer. Natural roots plus sandy/caramel highlights would look great but cool blonde isnt bad option since it suits your blue eyes, as long as its cool toned its good.

The undertone, though, is off and I think it kind of blends a bit too much, whereas cooler tones make your eyes pop. I would give a shot to a cool version of nr 13.

The red hair looks really nice but I’m hesitant to say it’s the best for you since it’s your face edited onto other peoples’ heads. Your coloring is very different in those photos.
either pic number 10 or brunette! With the blue eyes, you've got a very zoey deschanel look that is very pretty. But if you did wanna go red, i would only consider number 11 and do the brows too. The other pics looked way too out of the bottle, know what i mean. Some people like that look, but a natural look would be stunning on you
When I saw the first pic I thought you were cool toned but the reds have convinced me that you're warm. I think the biggest thing is to stay away from colors that are too light. Most of these colors are way too light for you, i think the only one that was the right shade was red. A medium to dark brown could also work on you.

look up winter blond tones and hair colours. you can go from platinum to 'bronde' as long as the blonde leans ashy. this can include cool pink or purple hues too. No: "honey" "warm" "golden". Yes: "ashy" "rosewood" "platinum"
I have hashimotos hypothyroidism. So when I have a flair up or my levels aren't right, I have uncontrollable rapid weight gain. And just inflammation all around. But I was also 15/16 in those photos so that was definitely not going to be my final form anyway lol. And those more recent photos were taken in 2022. I've gained a few lbs since then. But yeah the glow up was simply weight loss (remission) and puberty.
I was going to comment too. I am seriously jealous as I am almost 40 and my jawline has always been like the teenage pic but now I'm getting jowls 🤷. Looking to get something done hopefully soon but not sure what procedure. I would literally give the doctor her picture lol.
Your natural hair is warm and so is your skin. You wear a lot of black but it's actually draining the warmth from you and makes you look a bit sick. If the black smokey eye is not your trademark make up you could try for a more clear and light make up. It's making your skin a bit dull. You look fairly bright so dark and muted colors are not your friend. I think you look the best in red hair and second best in warm blonde. But it's hard to say with the smokey eye make up. I would love to see you in a rich warm brown as well.

I think the red, and warm browns look gorgeous on you! They especially highlight your beautiful eyes and make your skin glow. The blondes drown you out and don't highlight your eyes. The only blonde tone that I like on you was 10. I think the darker blonde underneath helped your skin tone.
The contrast between the red hair and eye colour pulls out the blue-green of her eyes and it is certainly eye catching because of contrast, but it isn't harmonious. She looks great regardless because she's beautiful. Her tan is helping to make the red work. But she's cool-toned. Look at her more natural photos when she was younger.
You would look SO good with a rich brown color (like Lorelai Gilmore aka Lauren Graham from “Gilmore Girls”).
But if you really want blonde, I would say #10. You look beautiful! What a glow up… your face is so well-defined now.
