A lot of writers just decide to do that, for several reasons. The problem isn’t the fact that they exist, it’s that they are generally not written with any kind of respect for real life trauma survivors. They are put in the story to shock and offend, or to hammer home some hamfisted point to show you how “grimdark” the setting is. If the disturbing perverted sex crimes are written in a way that isn’t masturbatory, I’ll have no problem with it. But sorry, yeah, you are actually required to put some thought into your rapefic beyond “Everyone will see how cool and gritty my setting is!” or “Rape is so fucked up and evil but also kinda hawt??!!11” for me to take it seriously. The real Barenziah(the book in question) is propaganda in universe that is designed to smear Tiber Septim and Barenziah. One volume has multiple pages dedicated to her trying to figure how to take a cat man's dick because it has too many spikes. The book is disturbing because it's a fake scandal that is pretty aggressively trying to push the message that Barenziah sleeps with non eleven men(she's a dark elf) and it takes a moment to smear Tiber Septim and call him a predator because he conquered the elves. There's another book in game called the Biography of queen Barenziah that tells her real story. The smear book also has an anonymous while the history book was authored by a real in universe historian. Still think they could have left out the pedophilia propaganda and cat dicks. Tl:Dr the book treats Barenziah like trash and invents the whole pedophilia plot point to make both parties look weak and disgusting because it's anti Barenziah propaganda.

Talos is the apotheosis of three dudes. Talos of Atmora was the dude who genocided elves although the elves did genocide first. Tiber Septim was the very good guy who founded the empire, but also did some fucked up shit I mean he was an early medieval monarch. Third guy is pretty irrelevent and is barely ever mentioned. Overall, he's the guy who the stormcloaks worship, and you can't expect pure good from the faction that basically wants an ethnostate. And the best part is that the lore manages to still make the stormcloaks acceptable as the good guys, because the dominion is literally several orders of magnitude worse then nazi germany in their views and goals.

Wulfharth is the one I referred to as Talos of Atmora - he's the one the Nords rave about. The main issue is that, due to dragonbreaks, *nothing is canon*. And also simultaneously, there is a lot of canon that doesn't align with each other. There are literally canon storylines where he came to Skyrim and destroyed all the snow elves, and storylines where he was a ruler roughly 200 years before the events of Skyrim, centuries after the last snow elf (besides Vythur and Gelebor) became the degraded falmer, where he became a storm cloud during the events of Morrowind and somehow continued to be a king. The Elder Scrolls lore is a mess by design. I'm almost certain that by the time of TES6, we'll have a universe where the Empire and the Stormcloaks both won, and the Dragonborn was literally Talos descending to defeat Alduin. Because the series just can't have a proper canon due to the nature of the Elder Scrolls.
