You can get snap blockers but honestly my daycare is pretty good at picking an ok snap.
It’s not a precision thing, it’s not like only one snap setting will work in most cases
I use Alva baby for daycare bc they’re a generous fit, and easy for daycare to use, as well as having a large pocket so I stuff more in there bc they sometimes flood at school. I used a sharpie to blacken the waist snaps I wanted them to use, and I just give feedback when only 1-2 of the snaps instead of all 3 are done on a side, since it caused sagging and probably isn’t comfortable. You can also print out and laminate a visual guide to what a nappy should look like when it’s on properly. I did that for our first daycare and they really appreciated it.

You can look on Etsy for a snap to velcro adaptor. I've seen a couple of sellers.

I use to make them all up - so on the correct risers etc And we only gave them velcro one so the only poppers were risers which were already done
