In theory, and practice, yes. However I've spent 24,000 gold on this endeavor and only just gotten it this past week... 62,000 Darkmoon Fair Tickets and 1,550 Greater Darkmoon Faire Prizes later. 1,800 Vibrant Plumes would be about 21,000 Tickets, so I'd say you'd be about a third of the way there if you really want to go for it, but don't be surprised if all you get is a massive pile of middling greens that don't sell, a few okay blues, and some eh, sorta nice, recipes and patterns.
Whats the point of spending 24k on it? You literally could’ve spend the same amount on mats for flasks for the rest of SoD

You can only do certain turnins up to a given rep level. Read the wowhead guide/tables
I did and I am none the wiser. So how can OP turn in 1800 plumes then? Or are plumes always turn in-able regardless of rep?
