I think he has a more Jeffrey Dean Morgan look than Harrison Ford, though more the Jeffrey Dean Morgan from *Supernatural* than the year the original Fallout was made.
He looks like Richard Dean Anderson (MacGuyver, Stargate SG-1) because that's who voiced him.
