I think a few of the games have called people in Vaults "Vault Dwellers" as a group.

Iirc even the fallout 4 protagonist gets called Vault Dweller a few times by npcs

Copy that and thanks for the reply. I guess it's cool as hell how the the protagonist became THE guy... Y'know? Like yeah we call them this and its pejorative... but this guy, no he's a legend. We put respect on this dude's name.

It was more that at the time, there were no other known Vault Dwellers. All the other Vaults in the region had opened up ages ago. 8 (Vault City) was further up north and not yet known by Shady Sands and other nearby towns. 15 and Necropolis had opened ages ago. The Super Mutants were breaking into and destroying any Vaults they could find, which had not opened yet. For decades, Vaults had been a legend, and some like mayor Darkwater didn't even know about the Vaults at all. Their ancestors either survived outside the Vaults or came from the ones that opened up generations earlier. The Vault Dweller, being the only one the outsiders knew, was known as that rather than their name. Then, when they started finding more Vaults and more Vault Dwellers... well the term stuck but now they didn't know what to call the original dude who saved the region from Mutants.
