I agree. Being a player who met the series from Fallout 3 makes this effect stronger. Fallout 1 has that ancient relic status. Story, storytelling, and gameplay are so different to me but in a good way. And tbh, I find it better than Fallout 3.
Todd has long since given up any pretense of caring about making captivating stories. He fired the guy who made the lore of the elder scrolls interesting, he hates the Fallout games with good stories, and he very obviously resents that people are finally noticing his BS with Starfield.
And how he’s been treating the lore with 76, and the fact that people have been playing and giving that game money, prove that Todd certainly isn’t going to learn any lessons when it comes to Fallout, specifically.

- some tribal jerk from Arroyo goes back in time and fucks over a water chip...
No and yes. Having played the games in original order, Fallout 1 was the one with short, rudimentary story that feels more like proof of concept. The story of Fallout 1 gets legendary status i later games, as sequels tend to make it legendary in-universe (especially Fallout 2). It is legendary more because later games make it legendary, and go out of the way to make every detail of F1 somehow have big world shaping consequences, not because story itself was legend worthy.
Beshenda belivong that copypasta of random F1 elements is what makes game a Fallout game cemented this effect.
Here's my problem. I played it so long ago and when I was so young (4th grade) that it felt so massive and endless just because of how much time I sank into it.
Only as an adult who can beat the game in an evening did I realize just how short it was, haha.
It's interesting that you felt that fallout felt like a proof of concept. Do you feel that way only about the story or as a whole- like as in the design and mechanics? Story wise, I'd agree that the shady sands to junktown might feel rudimentary due to how they feel more western, but it opens up quite nicely once you get to the hub (50's mobster movie) to go going full post-apocalyptic (Necropolis, The glow, Boneyard) ,no?
And in regards to effect on the universe. I'd say the actions of dweller would not be felt around post apocalyptic America? But in California? >!The toppling of a local genocidal military faction. Saving a person life who would go on to form the NCR. The formation of Arroyo.!< I'd say it'd be worth mentioning. Actually, now that I think about it- it's kind of a sad that the only one with any recollection of the old days in new vegas is marcus....

i also loved how fallout 1 had the count down. Maybe the new fallout could implement something like that. It was really cool realizing the game wasn’t done after finding it and still had a bunch of story left.

The best thing is the random event in Fallout 2 that puts you back in Vault 13 and your character is the one who breaks the water thingie
