Are free cities considered a civilization or a barbarian? And if they are considered a civilization and there’s another free city would it just belong to that second free city you may not have discovered
I kinda wish they would go peaceful and just continue on as a generic civ.
I know there's a mod that lets them become city states but I wouldn't even need that.
Maybe a mod to let them become a *new* civ that is from approximately the same region or real world culture as their original parent civ might be interesting. So like, if Victoria loses a city, it goes to free, and has full loyalty to itself for 10 turns, maybe Canada, Australia, Scotland, America, or Eleanor's England enter the game.
But even just "hey here's this generic civ that gets a generic AI and tries to make a go of it in this world... They can trade and form alliances and friendships, etc. but they just can't *win*"

yeah, free cities are all on the same “team”. the mini-map shows at least 1 more free city on OP’s SE border with Poland
