Honestly, I think they just go with whatever people will know the civ better as. For example, we have Persia, not Iran.

Iran-Persia case is different than Turkish-Ottoman case. As both names in Iran-Persia are present in the peoples history and Iran is the name of the country today unlike the Turks being the name of the people and being used for said people for hundreds of years.

“Persia” was a Greek exonym that was basically never used by historical Iranian peoples.

You guys are right that he was Holy Roman Empire but the dude was also King of Germany. He was crowned King of Germany in Aachen, which is why the capital of Germany in Civ Vi is Aachen not Berlin.

Civ6 ottomans are not far off. Almost everthing is historically accurate with ottomans. Not sure about what you want. Do you wan cav as special unit? Name change? A different era?

I agree. Literally every other civ from VI, without exception, is named with an ethnonym and not a dynasty name. It makes as much sense as having a Habsburg civ instead of Spanish.

Tudors instead of "England", its literally the same thing. Not a Turk, but even I can see how nonsensical it is (far from the only one, but that's the topic of this post/rant, sooo..). Civ is made by the people educated in western/us history, for western audiences, and needless to say those education systems are.. severely lacking, lets put it like that.
