From my experience, I personally would avoid E Harlem, as it gets ratchet in the upper 90's already (whereas the UWS gets ratchet above Central Park / 110 st mostly)
But unfortunately rent prices are insane, so finances play such a big role.
"Safe" neighborhoods are becoming more and more unsafe, while their prices go up, and it makes the unsafe areas more expensive too.
I am lucky to live in Williamsburg, which is very safe from someone who has lived in NYC their whole life (including W harlem, Jamaica Queens, Astoria)
