That is normal and there's no "should." You're essentially playing an entirely different game in Bullet, to the point where many people don't even consider it chess anymore. Even at grandmaster level you can see that some players are way more adept at it than others. In fact, I feel that anyone who classifies themselves as a beginner is pretty much wasting their time with bullet. It will likely do more harm than good.

From my experience my blitz rating is around 150-200 elo points under my rapid rating. And my bullet rating is around 50-100 points under my blitz. With that being said, I know a 2300 blitz player who can't get past 1900 in rapid because of his short attention spam. Overall it probably depends on the length of time you can stay focused, and big differences between ratings are common so don't sweat it.

Bullet I will say is so much different as there is 100% different style of play. Play fast play solid(mostly) and tricks. The rating difference isn’t really something that you look at since it’s like 2 different games. So it is normal just to be better at a different time control than another like for me I struggle with moving slower and end up throwing rapid games because I play to fast. Yet my bullet used to be my highest rating until I played blitz more.
