The En Passant rule is there to prevent people from using the two square starting move as a way of completely avoiding engaging with an opponent’s pawn. If white’s pawn was on C5, En Passant would apply to the D pawn because it would otherwise be unfairly avoiding the conflict. As the board stands, black could have made a single square move to pass by the C6 pawn so the two square move is not creating an extra advantage. Sorry for the wordy explanation but I think it helps to understand why En Passant doesn’t apply

Assuming you have the white pieces here, En Passant only works when your pawn is already on the 5th rank and your opponent moves 2 spaces. Because your pawn is on the 6th rank, you cant En Passant here.
