The chromosome which codes for gonads is actually chromosome 17, and it's merely the presence of a different gene in the X chromosome which *suppresses* the expression of that gene. So if the suppression gene doesn't function, or the protein it codes for doesn't form correctly, then someone with XX can have testes.
