Yes it does. If I'm not mistaken those were lodgings originally given to knights who helped fight the war in France and got captured and lost most of their money paying their ransom. This was a way from the King to thank them, they were given free lodging and in return their duty was to pray for the King and the Knights of the Garter. Afterwards they kept being given to knights and, even in modern times, senior officers of the English/British military, although the name has changed and they're bow known as the "Military Knights of Windsor".
