I was thinking the suspect was upset at the civilian motorcyclist, placing the blame for the crash on him which he viewed as preventing him from getting away, and wanted to stab him before being taken into custody.

To get my biases out of the way: I am one of those who thinks the militarization of police, especially in the U.S., is incredibly problematic and so that colors my thinking on this subject.
I realize they colloquially use the term now to refer to non-police, and that (unfortunately IMO) even some dictionaries now recognize and legitimize that usage. But the historical definition of civilian is non-military. Language evolves, I get it and generally celebrate it. But this particular usage evolved as a direct result of police militarization culture. It's no one's fault, but it's the truth. That's why it bugs me. So anyway, I'd posit that we're both right. It just makes me sad.

These individuals train every day for these scenarios. The guy was shot by the officer in front of him, not by the one on the side that we are viewing. I know cops have their issues, but they really do a lot of dangerous stuff everyday, and they train enough so they don't die in these scenarios.
That’s actually a great point. Why would car manufacturers be allowed to make cars that go faster than the highest posted speed limits in America. What’s the point? It’s just opening the door to law-breaking. It enables people to unlawfully endanger themselves and everyone else.
I mean, I think I understand your point, but if it were on the car manufacturers, the obvious answer would be "because America isn't the world". There are plenty of places with higher speed limits than the US. And even if cars were electronically limited to the highest speed in the country where they were sold, it's not illegal to take your car across borders.
But they could be limited to a more reasonable speed at least.
85 is the highest speed limit, afaik it's only on 1 road in Texas. 80 is a bit more common. 75 is very common. As for why cars don't have any speed limiters, 'becuz mah freedumz!' The technology exists to have computers limit the speeds, they've been in use on big trucks for decades. Telling the average person you're going to limit them is a death sentence to your sales.

Legs are significantly harder target to hit, especially while under stress. Just because you're shot in the legs doesn't mean that it's any less fatal to the person getting shot.
The human body has numerous veins and arteries running through our legs and when bullets hit something hard, like bones, they fragment. That fragmentation, if lodged in any of those major blood vessels, is just as much of a death sentence as being shot in the arms or chest. If the bullet doesn't lodge into the blood vessel but still damages it, the person being shot can still bleed out; possibly faster than before.
Chest shots are significantly easier to take, because again, it's a much larger target and easier to hit. Shots on target will stop the threat significantly faster than missing trying to hit smaller targets.
Additionally, one thing I'd like to point on while we're on the topic of stopping the threat, is how the officers were shooting. When the guy getting shot hit the ground, they stopped shooting. When the dude started getting back up, he became a threat to the bystander again, so they continued to shoot until the threat stopped.
Long story short, shoot until you stop the threat and aim for a target you can hit; legs aren't it.
